You have to be the team admin to make someone else into an admin.
- Log in to your Todoist account on https://todoist.com.
- Click your avatar in the top-right corner.
- Select Business admin.
- Go to the Users tab.
- Find the user you want to turn into an admin and click the gear icon to the right.
- Select Make admin.
